I would argue that most people COULD, but it’s a matter of choice and knowing what they want and taking the steps to get there. Most people don’t really know what they want and are NOT willing to make the sacrifices necessary to get there.
I’m not necessarily where I want to be, but I AM enjoying every moment trying to get there.
As for those who DO have the luxury of being able to do whatever they want whenever they want, I suspect most rarely take full advantage of that.
A world of luxury and comfort often ends up being quite boring — but hey, it’s comfortable.
Living beyond one’s comfort zone, stretching, risk-taking, failing, making mistakes is the only way to really, truly take full advantage of what life has to offer.

Maybe they love their “work”. I believe that for a lot of successful people their original “work” becomes their passion. It transfers from a need to a want.
